Four operators clear the 80 Stagger threshold. These are the kits the engine treats as designed stagger sources — each one has at least one skill above 18 Stagger and a kit total well above the median (60.5).
1. Laevatain — 97.0 Total Stagger
6★ Striker | Sword. The highest Total Stagger in the game. Laevatain spreads her output across every skill type, and her Basic Attack chain in Ultimate form dual-loads two separate Stagger hits on the same swing — her Basic Attack matches her Final Strike for total Stagger.

Read: Laevatain is the only operator whose Ultimate form gains a duplicate Stagger-loaded Basic Attack chain. Lead the rotation by entering Ultimate, then chain the Ultimate-form Final Strike for the 24 spike.

Read: claymore + Defender frame means her Final Strike swings carry full Stagger weight even outside the Ultimate window. She is the single most reliable stagger anchor in the game once you account for class durability.
4. Rossi — 83.0 Total Stagger
6★ Guard | Sword. Rossi's Basic Attack splits its Stagger across two sequenced hits (5 + 15) — shown in the UI as SEQ 1 Stagger and SEQ 2 Stagger. Her Combo Skill is partitioned across three stages, and only Stages 1 and 3 carry Stagger.

Seven operators land between 65 and 79 Total Stagger. These are dependable stagger sources — one of them will almost always be the engine in a non-S+ team.

7. Talent & Potential Stagger Bonuses
Across the current roster, only two operators have a talent or potential that explicitly affects Stagger output. They're called out here separately and are not folded into the main ranking totals.
Chen Qianyu — Talent
Her talent buff carries two Stagger values in the data: 10.0 and 5.0. They appear as separate stacks of the same buff, so the talent caps at +10 Stagger on her trigger condition.
Adjusted Total Stagger at max stack: 66 base + 10 talent = 76 — promotes her into the bottom of S+ territory in practice.
Lifeng — Potential 5
Her Potential 5 buff adds +5 Stagger on a dedicated talent key — the only operator whose Stagger output scales with Potential level.
Adjusted Total Stagger at P5: 59 base + 5 potential = 64 — matches Pogranichnik exactly.
No other operator in the data has a potential level that modifies Stagger output. Akekuri's P5, Pogranichnik's P5, Zhuang Fangyi's potentials, etc. all scale SP, damage, or cooldown — not Stagger.
8. Attribute Reference
Beyond the raw skill numbers, several attribute multipliers and gates sit between an operator's Stagger output and what actually lands on the enemy. The reference below summarizes each one and how it shapes the staggered state in combat.

What does 'Total Stagger' actually measure?
It is the sum of every hit-valued Stagger entry across an operator's full kit at maxed skill level: Basic Attack, Combo Skill, Final Strike, Dash Attack, Plunging Attack, and Ultimate. It does not include weapon multipliers, the operator's Stagger Output Multiplier, or the target's Stagger Resistance. Treat it as raw skill output before in-combat scaling.
Does the ranking account for potentials and talents?
The main table is base skill output only. Two operators have a separate Stagger-bearing talent or potential in the data: Chen Qianyu's talent grants up to +10 Stagger, and Lifeng's Potential 5 grants +5 Stagger. These are documented in the Talent and Potential Bonuses section but are not folded into the headline totals so the comparison stays apples to apples.
